About the Division
The Building and Safety Division is established pursuant to the mandate of California Health and Safety Code to facilitate the city's development in a fashion that offers reasonable protection to the lives and properties. This objective is achieved through implementation of the mandatory minimum building standards in the permit and inspection process.
The Building Division serves as a contact point for the permit and inspection process, which involves several other departments and agencies. You may contact those departments for specific matters within their jurisdictions. From our Resource Central you can quickly access forms and other construction resources.
The 2016 California Building Standards Code went into effect on January 1, 2017.

Did You Know?
As of January 1, 2014, there is a requirement to install water conserving plumbing fixtures when a permit is pulled for an improvement or addition. Please read the SB 407 Packet for more information.
Online Expedited Solar Energy Systems
On September 30, 2015, the expedited Solar Energy Systems submittal is available online. Please email the Solar Energy Systems submittal. Solar Energy Systems in accordance with the "Eligibility Checklist for Expedited Permitting" will receive expedited processing.

On-line Plan Review Status, Inspection Tracking, and Records
Citizen Access is the City's online portal service to help you track a plan check review, request or cancel inspections, view inspection results, and view records from October 1997 to current. Records before October 1997 may be viewed during business hours at the Building and Safety Counter.
